Issue #1 — Balcony Smoking Ban

Secondhand smoke from balconies is entering neighboring units through windows, vents, and shared air spaces. This is a health issue, a quality-of-life issue, and increasingly, a property value issue. Many California HOA communities have already enacted smoking restrictions in exclusive-use common areas. VME5 has not.
We are organizing an owner petition to bring this to a vote. Under California law, owners have the right to petition the Association to place a rule change on the agenda.
